IIRC there are doors with steep Mechanics requirements on level 13 (which isn't quite the last one ). Personally, I made a custom rogue with maxed out Mechanics to get past them (you can leave the rogue at the stronghold afterward if you don't want him in your party.) As for the blade, IIRC the third part is on level 8 and the last part on level 12 or 13 (can't recall the exact location but I assume you'd clear and loot all levels completely; maybe you should sneak around them to look for hidden objects.)
