During levelup I've chosen Puppet Master for my cipher,but in fact I don't enjoy it - it's too slow to cast.

I'd like to exchange it for Soul Ignition,and here is my question to you - do know a way to do it?

I've tried console commands,but these didn't worked.

I wouldn't mind seeing the ability to alter level-up choices on subsequent level-ups added to the base game.

Look at #31 on this page. It has a bunch of commands, among them the AddAbility/AddTalent and RemoveTalent commands you're looking for.

Haven't tried it with spells specifically, but I can think of no reason it wouldn't work.
