I built the prison at Caed Nua as soon as I could. But I've just finished Act 2, and I haven't yet been given a chance to imprison anybody.

 

Did I miss anyone in Act 2 you can put in the dungeon, or are they all later on?

There's one right at the beginning of Act 3 that I know of, when you start travelling a little bit further - it depends on your dialogue choices though.

Other than that I haven't encountered any chars myself where this was possible yet.

There is one mook in Defianfe Bay you can inprison (he sold drugs in a house he stole from the owners). Then there are people you can imprison in Storm(something) Gorge and another prisoner in Northweald.

"The murderer by accident" guy in Defianfe Bay catacombs is another possible prisoner.
