Scratching my head here. Unsure whether this is a bug or not, so just registered quickly to post here for now...

How come those two items have 7/12 enchantment slots, and yet can't get a Fine or Exceptional (2 or 4 points) enchant? I'm not that bad at maths.

Perhaps the other properties these items have already restrict the number of enchants? But then it's not clear, at all.

 

Not only is it unnecessarily restrictive, it doesn't seem to work properly...

Number of max enchantments is 4 properties whether you reached 12 or not.
