November 9, 201411 yr I have visited the village before and the fog is in play. Its a little hard to see with it being dark but as you can see from what I have circled there is an NPC standing here. Now revealed: Any NPC carrying objects like books (IE reading), weapons, or shields can been seen this way. It seems the fog of war does not hide objects they are carrying.
