When loading a game you can zoom out without a problem, but you can't zoom back in. Notice the fog of war between the two screenshots.

However, even though you can't see the fog of war in the second screenshot anylonger it's still there. So regardless if an NPC would be standing there, you won't see him.

The same thing happened to me after a battle. Zooming in appeared to only affect the fog of war.

I have this bug as well.

I have it right from the start - can't zoom but the fog of war changes according to the zoom level.
