Most are commercial products though (searh for "wav to mp3" on google)

 

I'm not sure, but Tucows might have some for downloading. Haven't checked the place in ages though. :p

Urrrgh. Tucows is incredibly annoying for downloads, for some reason every time I go to a new page it takes ages. <_<

Get LAME. It's a fairly decent command line encoder.

There are heaps of shareware products that you use a couple times then download another one....
