Download GIMP and do it yourself.

 

It's free and open source. Bit of a steep learnign curve at first, but has all the needed functionality. Assuming you didn't use anti-aliasing. If you did, go back to redo the rotation without it.

i use an old laptop as long the other one is in service, even if i would dl gimp the comp. would die if i start it up
