I use Foobar 2000 + LAME encoder. Excellent quality and all free. Don't think there are better options. Foobar is also an excellent music player (although somewhat complicated to set up if you want to get into advanced stuff).

(I'm not even sure you actually need to get LAME separately, could be included in Foobar. I happen to have both so I'm not sure)

Yeah, the lame link was poorly chosen, didn't check it beforehand. Uncompiled version.

This one is better:

Sorry, double post. Sometimes tabbed browsing is a bad thing...

Another option is a vbscript I've written that uses command line tools to convert and/or synch your library from FLAC to MP3:

I can suggest using the software Audio Converter Studio to convert flac to mp3. Actually it can do a lot more, supports all popular audio formats and is very easy to use.

Exact Audio Copy or Foobar, both use LAME so it's basically just a different GUI. I use EAC for ripping and Foobar for converting.

You can just use the Disk Write output in Winamp. It might not do it as well as everything else but it's an option if you don't want the hassle of all these programs.

To convert FLAC to MP3 for free, I'd recommend you try Freemake Audio Converter. Or some other online tools like Zamzar. If you prefer more professional FLAC converter, you may try TunesKit Audio Converter.

Hah, LAME is still the right answer to this day.
