They did have a minor rule about the master/apprentice thing, if you read the Dark Lords of the Sith comic you would know this, but the Dark Lord of the Sith MUST choose one appretice above all others to pass on the most of his power and ability. The other's can try to learn it too but it's designed for the First Appretice. on a side note, There were no slow appretices because that would cause a power struggle larger than the one already underway.

 

and if your going to restrict powers in the way you want to you have to give the jedi some sort of offensive power otherwise everybody would be Sith just to do the extra damage all around.
