Takes nothing special to find this guy, just a good set of eyes.

 

Do the Citadel staition missions. Do em for the Ithorians. Get access to their ship in the hangar. Run out into the giant invis forcefield. Look left. You can see something moving far out in the distance. Switch to kreia, use first person mode. The object is a neutral force npc.

I thought it was a nod towards the Space Quest game sieries...but that's probobly 'cause I had just been to SQ.net before seeing him in game...

i swear i read something like this recently in a gaming magazine, i need to dig it up.

 

the steps described sound familiar, you find the guy, and talking to him unlocks a cheat menu. could have been an april fools thing now that i think about it, but i know i read an article mentioning it.
