to get the bartender to sell u some u need to hear, while invisible, a conversation between a pair of thugs planning to rob Vogga.

If you've already had one of your characters dance for the Hutt, then don't bother. If not, then...

 

To trigger this, you need to first go to the flophouse (docks), and have someone enter stealth mode, so you can overhear the conversation between the two thugs about stealing from Vogga.

 

Then you can go to the bartender at the Cantina, and get the Juma juice.

 

Now you can talk to the guy in the Cantina about dancing for the Hutt. Once you put the Hutt to sleep, pour the juice into the kath hounds' drinking bowl, and they'll fall asleep as well. Then rob the place.
