That game designers and graphics applications like CAD and Maya use. Your card doesn't support 1.4 and that is the minimum to run KOTOR (I and II). Depending on whether it is a laptop card (or integrated desktop card) your only solution is to buy a new(er) card that supports the latest OGL specs including 1.5. In other words, you can't just download versions of OGL like you can other things. It is part of the driver and instruction set that a particular card does or does not support.
