Is there anyway to get down to the military base on Telos' sublevel?

No thats the unfinished quest for hk. also this has been asked before so please use the search function

HK tells you that the sonic imprint sensor has a signal that allows you to be tracked by the other HK assasians. HK says you can follow it to the source(factory) but it never goes off. Is this an unfinished quest?
