You needed to grab the vocabulair from the fallen HK-50 at Peragus, but nonetheless, you can buy one of the HK parts off of merchants, and you get the chassis from the HK droids you defeat at Voggas Wearhouse while you are T3.

January 2, 200521 yr Peragus isn't the only place to find the vocabulator (sp?) in my last play through I found three before I got the final peice I needed to fix HK so it is based on the random loot system as well, so its all a matter of being lucky to find it again, or multiple reloads till a droid shop has it in their list.
