The effect text of the Parrying Blade ability says it grants "+10 Deflection against Melee weapons".

What if the melee opponent does not use weapons? Examples of such opponents include but are not limited to, boars, panthers, etc. Also, does it work against wurm in close combat?

Sorry this isn’t too definitive, but I seem to remember similar such effects (like Blade Turning) triggering on non-weapon melee attacks like from beasts or blights 
 

however, it won’t work against ranged attacks in melee range. Confusingly, some “melee” attacks are actually ranged attacks with short range, or are spell-like abilities and also won’t work.

no easy general rule I don’t think.

Enemies like boars, panthers etc. do use weapons (tusks, claws, antlers...), same as a spiritshifted Druid or a Transmuter (Form of the Fearsome Brute) uses them. They have no 3D model and thus are invisible, but they are game objects that have instances and values and so on.

So as long as such enemies are not using ranged attacks or spells/spell-like abilities the dagger modal will work.
