It sounds like there is an issue with the games default resolution and your monitor settings. The first thing you can try is after you launch the game, press Alt combined with Enter. This should force the program to full-screen, and then you can adjust the graphical settings from within the game. If that doesn't work, you will need to adjust the settings for the game using Geforce Experience. Open the Geforce Experience, select Pillars of Eternity II: Deadfire from the list of games. After that, look for the wrench icon under the image of the game and select it. A dialogue box will open up to adjust the display settings. Make sure full-screen is selected and set your resolution to 128x720 and save your settings. Now try to start the game and see if the problem is resolved.
