I completed both weekly Halloween challenges, and claimed the die from both... but I'm showing none in my collection. Who can I talk to about this?  My pfid is 11EDEEE0CB2591A6.

You'll have to email your request to support@obsidian.net.  I don't believe the developers have been cruising the pathfinder forums very frequently these days.

Sadly, some of the challenges are bugged.  You probably got a treasure chest or two instead of the spooky dice.

I did not paid attention about Spooky dices, as i already have some, but i seen a fair amount of chests poped in my treasure after that week. So i confirm they probably replaced Spooky dice.
