Is there a console command for retraining characters?

Iirc, you can retrain your characters at any merchant.

I don't think there is. At least I don't know it.

If you're looking for a more advanced respec than the one the taverns give you, check out the Unity Console mod, which gives you complete control over companion (sub)classes, abilities, attributes, etc.

Also there are some respec mods.
