I have the Essence Interrupter bow, all the ingredients, and enough money (124k), however it still says I don't meet the crafting requirements:

So... what are the other crafting requirements?

You have to make it superb first. 

When upgrading anything, you cannot skip any steps. Have to do them all in sequence.
