Does Spirit Frenzy Work with Chill Cloud?

What is Chill Cloud? Chillfog I presume?

 

Spirit Frenzy staggers with all direct damage spells. I think Chillfog is no exception. Also with Carnage by the way. So it's fairly easy to perma-stagger.
