Exactly what it says in the thread title, Birna doesn't have it in her shop inventory at all like she usually does.

The quest journal/quest dialogue should probably be updated to reflect that.

I think this is an actual bug. The dialogue lines for getting the unripened palm stone don't get triggered anymore (but should be). I doubt they decided to remove all non-thief options on purpose.

Yeah I got real confused by this.

 

You were always able to steal it, like how you can steal certain items from stores by stealing from some boxes in/near them.

 

So I don't think they changed it, and I doubt this change was intentional.
