In 1.2 Deleterious Alacrity of Motion has 3 effects:
* Swift for 45.0 sec
* -3 Health lost
* +15% Action Speed
It seems that I never have 3 effects at the same time. Most often I have the Swift inspiration or the health lost. I did some test and I never had the boost of action speed...
Playing a Monk/Wzard.

I am having this problem as well. Also the damage per 3 seconds scales with might/spell damage so it punishes high might builds (I think with 17 might it's up to 6.1 damage per 3).

 

Which honestly I am fine with (sort of)  and the bigger issue is I've yet to receive the +15% action speed boost whenever I use this spell.
