Cypher - Eyestrike - why does this have a freakishly long 4 second cast?

It was always like that. It has a shorter recovery time than other spells though so it's only 0.5s slower.

But it's still more prone to interrupts. I wish they would just reduce the duration or something to justify a lower casting time... ciphers have a hard enough time as it is.

It is a bit long. It is just small area, blind only. There are some damage+blind in other class.

 

Cheap blind is good beside that.

 

Some cipher spells are good, others... i heard that they exist but nobody seen them. Hard to tell.
