My plan is to play a pure Wizard with robes or light armor at most. Is there any significant utility to upping dexterity? Obviously I'll use my wand occasionally but it's gonna be mostly spells. 

Dexterity reduces your cast times and recovery time for spells. So, yes, there is a ton of value to it.

It also reduces casting recovery.

Perception is priority. Might is good.

Inteligence if you use aoe (could focus on single target spells)

Dexterity... do not dump, but it doesnt matter how fast if you miss or giggle targets.

 

However, there is Wizard/Druid or Wizard/Magran priest and such may use dexterity.

It does matter if you get interrupted or die before even having a chance to miss
