Power levels at which good abilities are learned, by class, quick reference sheet

Fighter: 2, 3, 4, 5

Paladin: 0, 1, 2, 4

Ranger:

Barbarian: 0, 1, 2, 3, 8

Monk: 0, 1, 3, 4, 6, 9

Rogue: 0, 1, 3, 5, 7

Chanter: 4, 5, 7

Cipher: 0, 1, 5, 6

Wizard: 1, 3, 4, 8, 9

Druid: 3, 4, 5 (and 0 for shifters)

Priest: 4, 5, 7, 8 (and 1 if at least one other character is a nature godlike) (and 3 if at least one other character is a berzerker)

I am not certain that is a useful ressource without knowing which abilities we are talking about, but nonetheless, from the class I tested in depth, I think you are missing:

 

Rogue: 8, Gambit is busted on dual wielders

Cipher: 8, Time parasite is ridiculously OP

Priest: potentially 9, depending of your deity; Summon Incarnate is garbage for Wael, meh for Magran, potent for Skaen, good for Berath, and broken for Eothas.
