Do you have automatic updates turned off or set to a specific time?

 

There's a general issue with steam where DLC will sometimes refuse to install because the game will attempt to update, but won't be able to because downloads are restricted. If that's the case, just enable updates/downloads whatever. Also, POE2 is weird and does launch the game when you install the DLC, but when you close the game again it will show as installed in the DLC panel.

Strange thing happened: I've checked files integrity and then click "Download" from one of the DLCs, and the games start to work properly and I can see all DLCs inside the game. What strange, Steam only see that I have installed only paid DLCs.

I have automatic updates. My problems started after installing latest patch.

I am also having this problem, but it is one of not being able to even view the content to download it.
