The Wahai Poraga secondary attacks are rolling significantly under the base (9-13). I assume this is a bug because the other weapon with a similar effect, Whispers, doesn't suffer the problem. 

 

The primary hits within the 9-13 range but the secondary attacks roll a lower value every time I test it.

This bug still happens, I've seen damage rolls as low as 5.3 while the minimum should be 9. Also the AoE dmg is not limited to just up to 3 other targets, I was hitting 4 other targets besides the initial target.
