how does Scion of Flame work?

+1 penetration with fire attacks

 

does that mean any attack with fire dmg or and the penetration only work on the fire part of the dmg? or does add penetration to the attack as a whole?

Abilities now have keywords associated with them. Right click something like Flames of Devotion and you'll see that one of its keywords is "Fire" (or should be at least). Scion of Flame adds 1 penetration to any attack ability that has this keyword. The penetration should add to the whole attack.

If an ability is keyworded with fire or does burn damage as base damage then it gets +1 PEN.

 

Examples: Fireball does burn damage and is keyworded with fire and gets +1 PEN from Scion oF.

Flames of Devotion is keyworded with fire gets +1 PEN as well although the base damage is not burn (but the lash).

A Bleak Walker's FoD is keyworded with fire and decay and thus gets +1 PEN from Scion of Flame and also +1 PEN from Spirit of Decay.

Firebrand does burn damage as base damage and gets +1 PEN from Scion of Flame.

Wildstrike Burn is not keyworded with fire and does not do burn base damage but only adds a burning lash. It gets nothing from Scion of Flame.
