All Aboard quest bugged

If you speak to Orron before speaking to Seduzo, you cannot arrange to have all the children leave the island.  No dialog option with Orron will present itself.

Interesting. I forget who I spoke to first and such, but I went around a long time hoping to find some way to get all the children on board. Eventually I just gave up and finished the quest.

I just went upstairs and killed Orron's party, made some space. That solved the issue with no drawbacks I can think of. All aboard kids!

I managed to do it. If your insight is high enough you can tell him three children will be annoying to live with, and he'll freely find another boat.

This bug isn't fixed in patch 1.1.0. Last time I had Orron's dialogue options missing I went downstairs and talked to Seduzo again which fixed it. Not this time. I don't mind losing 1000 cp at all but not getting Orron's hilarious response to splitting the family really hurts.
