Having the same issue here. It's kind of hilarious when you fight a bunch of land-side creatures and get some crew bonuses. Not so hilarious to not be able to raid ships ... I've been able to get ship combat to work maybe 1 out of every 3 times, but once the bug pops up, you've gotta jump into a port to clear it.
