Can confirm not receiving fragments as of latest patch. Using the same PoE1 save-game I had used before the patch which had received them.

So... they are like spellbooks but are not spellbooks. Right. No...they're more like cheat-sheets. full of spell shortcuts and power-boosting enchantments...and gramma's secret recipe for rat-pot-pie.
