    Two-handed weapons have always required twice as much gold and crafting materials. Rods and scepters count as two-handed weapons.

    The "bug" with DR has been explained many times.
     
    Hirbel's Protective Skin is a Scale Armor.
     
    Base DR = 7 || Pierce DR = Base DR * 0.75 = 7 * 0.75 = 5.25 = 5 (rounded down)
     
    ... when you add the "fine" enchantment...
     
    Base DR = 7 + 2 = 9 || Pierce DR = Base DR * 0.75 = 9 * 0.75 = 6.75 = 7 (rounded up)
     
    ... when you add the "pierce-proofed" enchantment, it adds +3 DR to the base DR value only for the purposes of deriving the Pierce DR value
     
    Base DR = 7 + 2 + 3 = 12 || Pierce DR = Base DR * 0.75 = 12 * 0.75 = 9
     
    The value of "9" isn't mentioned explicitly because it's identical to the base DR value after the enchantments have been applied. It may sound convoluted, but that's the way the system was designed.

    That's not a bug.
     
    For Fine Mail Armor, Crush DR = Base DR * 0.5
     
    Base DR = 11 || Crush DR = 11 * 0.5 = 5.5 = 6
     
    Base DR = 11 + 3 = 14 || Crush DR = 14 * 0.5 = 7

    It's not a bug. After applying the enchantment, pierce DR jumps to 9 (after being rounded down), which means that the armor doesn't display pierce DR separately since it's equal to the armor's new base DR value. Values in the parentheses are modified DR values; every other damage type is reduced by the armor's base DR value.
     
    Normal version - 7 base DR (Slash 9, Pierce 8, Freeze 9)
    Fine version - 9 base DR (Slash 11, Freeze 11) (Pierce 9)
