Got the quest from the sickly fella in the tavern.  Went to the merchant lady -  said to collect 3 items.  Got the rotten fish and the unripened seed.  However the Fire Kelp Extract cannot be purchased from the vendor in the Kings Coffin.   She has no extra dialog options, and sells no such item.  

 

Is there a way to just spawn the item into my inventory?  Impossible to complete quests is an extremely frustrating issue..

I had to pickpocket the tavern owner to get the extract.

I can't acquire the rotten hagfish because i already looted it in the barrel before starting the quest. its not updating in the quest log to acquired so i can't bring it to Rosanella and get the Ondra's Bile

I’m gonna go ahead and assume that this was never fixed as I have all three items and the conversation option doesn’t appear when I talk to Rosanella. Countless bugs , this game should never have made it to sale. It’s unfinished and amateur. And to think the first game was so much worse.

I’m guessing there is no work around for this? I think I’m gonna quit it and find somethin less time wastey.
