How does Report to. work in ship combat?

Sorry if this is answered somewhere but I could not find it.

 

I have tried to reassign crew members via the Report to action(during combat). I select the option and the crew layout pops up and I can move crew members around but the Report button is greyed out so the changes I made don't register! If I press the Cancel button and reopen the crew layout again the changes I have made are shown but still not registering.

 

For instance I assign a crew member to a cannon , it does register that I have cannoneer so I cannot fire any cannons.

 

Am I doing something wrong?

I've moved this to the strategies section for now.  If there is a bug involved, I can move it back.

Happened to me once. After doing something else for the few following turns the button ungreyed. I am not sure if its bug or something that triggers through specific points.
