Do ships respawn?

I realize it's probably not the case with faction/named ships, but what about all those unaffiliated merchants swimming around?

From what I've seen (in about 55 hours of game) named ships/ship captains don't respawn.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.

    3. Adjust your preference.
