As you can see here the armor's tooltip says it has an armor rating of 9 (7+2) (look at tooltip in the center) https://i.imgur.com/OdGZFv1.jpg

 

But in reality, and I believe correctly for the type of armor that it is, it has an armor rating of 7 (5+2) (look at tooltip in bottom left) https://i.imgur.com/6X79p7j.jpg

 

It is probably factoring in the +2 from spells but I don't think that's intended.
