muticlass chanter do you get 1 incantation and 1 chant every time?

Every time you lvl your chanter class, do you get both a chant and an invocation pts like at 1st lvl?

 

When you get a power lvl (4, 7, etc) do you get 1 ability for your other class + 1 chant + 1 invocation?

Short answer is no, after 1st level the only time when you 2 points during a level up is when you gain access to a new Power Level (and 1 point must be spent in each class). For 'normal' levels you get 1 point to spend in either class as you see fit. This works out to 4 abilities per power level, with at least 1 ability in each class.
