Are crew members allowed/suppose to go past 4 stars combined on their job traits?

 

No matter what I do I can't get a single crew member to get past 4 stars combined on their job traits. I've even upped their exp via console commands and they still don't progress past 4 stars combined.

 

Is this a bug? I've only ever seen 1 crew member with 5 stars combined, but she joins/starts like that.

I’ve got the same problem. This means people with 2+ available roles are worse than single role characters since they can never hit 4*.

Yeah. It makes no sense cause it just forces you to put certain crew members into specific jobs on your ship. They should make it so that every crew member starts with 0 stars in all job traits. It would be a lot better gameplay wise as you could assemble a crew you wanted, and you could put them in the jobs you deem fit.
