Seems Cutthroat Cosmo gives +10% Damage with Firearms and not anything to do with recovery.

In fact, checking these pets they all seem to do the wrong thing... or that tooltip is reading the wrong string...

pets are borked for Gromnir.  no pet tested so far is providing bonuses to any party member save for the watcher.

The effect isn't shown in the UI but it does work if you look at your weapon recovery time. If you highlight the recovery time it the armor recovery modifier is reduced (for me, leather armor is reduced from +20% to +7%) but there is nothing say its from the cutthroat cosmo buff.

Cutthroat Cosmo works just fine, it seems like the personal/Watcher effect isn't listed on the status screen.

 

Recovery popup showed +20% Armor without and +7% Armor with, a difference of 0.2s on the weapon I was looking at.
