um you can just slaughter the wahaki and then read the soul from her corpse and therefore finish the quest.  i did because she was outraged after RDC moved in on crookspur. if you don't activate the RDC quest ---by not finishing the undersea one--she will be fine.

ok thx, killing her works just fine to end the quest. They are kinda nuts anyway so killing them is ok with me.
