So I was just tooling around the islands, you know, like you do with a boat. I came across a fight with a couple of wilders and a Drake. Killed them all. Now I have Purakau's head in my stash. I have only accepted one bounty and this ain't it.

 

Is this a bounty bug or do I find a reason for this later on?

The bounties exist, regardless of the quests you accepted. So you could explore the whole Deadfire, collect all the heads and then deliver them in one go if you so wish. Don't think it's a bug.

Is this new/different from PoE1? I don't remember any of those bounty confrontations cropping up until I accepted them.

Yeah, it's new. And considering how many bounty hunters there are and how few bounties each have (pretty much four each) it'd be a nightmare the PoE1 way. You might spend more coin on your crew traveling to the bounty locations than you'd cash in :D

 

Speaking of which, anyone know where in Serpent's Crown Nungata is? Supposedly she will accept four heads that I have on an otherwise rather "complete" playthrough. I already know of one bounty hunter in the palace, but it's not him.

She's not in the palace. She's in the northwest area of the area, sitting on a bench.
