Flaune Elette's experiment in Spire of the Soul-Seers Rooftop freezes game

Well, it doesn't exactly "freeze".  It takes away control and hides the UI, but nothing happens.  I'm unable to move or open the pause menu with the Escape key, and the experiment never happens.  I'm also unable to open the console with the tilde key during this "cutscene".  The only way out is to force exit the game externally.

Unfortunately, I don't have a save file old enough.

 

I completed Xoti's quest by bringing her to Flaune Elette.  After that, I tried the experiment again and it worked.
