Can you reassign or level companions from lvl 1 onwards and completly decide on how you want to build them - or will they already have points spent at the level you get them - irreversibly?

I think that's right, but, annoyingly, this particular option (and some others, I think) only appears when you're in the game itself.  The Options screen in the main menu is more limited, for some reason. 

that means if you turn that on in the beginning of the game also companions you encounter later in the game will therefore start at level 1? thats good

yeah, auto-level is turned on by default, but if you disable it as soon as you wake on your ship at the start of the game, then every time you encounter a companion you will be able to level them from 1 to the current level acquired, exactly the same as PoE1.
