Hello,

I have seen a few videos where the quick slot bag is permanently expanded on the character's action bar.  Is this a mod or is there a command in-game i'm missing?

These I think are old videos. That is how the display used to be. Same with spells too. Not sure if you can reenable that mode

If you hover over the backpack option, the quickslots will continue to show until you hover or select another button. Not great but might help slightly!
