"Ability levels" only populated up to lvl 5, but UI shows more empty tiers above that. What's the word on that?

I'm not in the beta, and can't recall whether this has been addressed or not.

The beta only allow character to reach level 9 (so ability level 5), abilities beyond that aren't available.
