I have a mobile version, can I play it in Steam too?

You can, but the Steam version is not free - you have to buy it, unlocking some content (RotR adventure path, some cards, don't know precisely). If you spent ~ 25$ on the mobile game prior to introduction of the PC version (to unlock the adventures or something like that), there was an Ambassador program, which might be still valid (check it in the Announcement section of this forum), to get a discount.

So, need Standar or Obsidian edition?

Depends on. Standard is normal Runelords edition. Obsidian edition have Goblin dls and some promos Obsidian promos included.
