I get the same issue when I use Kyra's Blessing of Sarenrae recharge power. She empties out her hand pretty quickly.

In this thread, there's a lot of discussion about discard/recharge instead/bury. It has been posited that all Recharge Instead effects are implemented as auto-succeed recharge effects. Of course that can't be so for Valeros' power, because there is no recharge check for a Weapon. However, it does appear that the multiple issues are in some manner related.

True... ish.  In the game (digital), all cards contain a recharge element, even if it is not necessarily visible to the player.  

 

In effect, Valeros gets to override a card's "RechargeCheck:None" and sub in a "RechargeCheck:Automatic" when he discards a weapon.  After the check, the game goes around and resolves played cards as normal and puts the rechargeable ones back in the deck.

Fine, you have a better insight to the code than do I. But the code still incorrectly triggers a "successful recharge check" on a "Recharge:Automatic", which is wrong because that's implementing a code feature for convenience and so introducing a check that doesn't exist in the physical. So it's a bug regardless of the technical detail of how it arises.
