Forming a party, is this a bug or misunderstanding?

Hello

 

I'm currently playing in an iPad 4 and on a whim wanted to play with some different characters in story mode.

 

I currently have the tutorial party (who tend to do a lot of my daily challenges) and 2, 4 person parties with some over lap. But when I try to form a party of 4 all new characters that I haven't played, I can add 2 but when I go to add a thrid it says I've hit the maximum for experienced characters.

 

I was just wandering what it meant?

There's a maximum of 24 characters in Story mode  and Quest mode (those are 2 separate limits, not a common one)
