The Silent Enforcer is now correctly an Ally, but no longer allows you to discard it to explore with the 1.1.3 patch.Device:

 

iPad Mini 4 

OS: iOS 9.3.5
PACG build: 1.1.3

Pass & Play: OFF
Permadeath: OFF
Mode: Quest
Party Members: Academy
Turn Order: per party
Difficulty: Normal
Location: Academt

    I'll say ditto for the comment.  It doesn't allow for exploration.
